Legal Assistance
The Advocacy and Legal Advice Center (ALAC) of Transparency International in BiH receives applications/complaints related to corruption in the judiciary and actions that represent disciplinary violations by judges and prosecutors. If you have serious and concrete information about corrupt criminal acts and disciplinary offenses committed by holders of justice functions (judges and prosecutors), and other persons employed in judicial institutions, you can share your information with TI BiH.
Corruption crimes, according to the current criminal laws in Bosnia and Herzegovina, include: accepting bribes, giving bribes, abuse of official position or authority, negligent work in the service, embezzlement, fraud, favours in service, trade in influence, disclosure of official secret and others.
Disciplinary offenses include: acting with bias and prejudice, violation of the obligation to treat parties correctly, accepting gifts or rewards intended to influence decision or actions in any way, using duties to obtain unjustified benefits for oneself or other persons, failing to seek exemption from dealing with cases when there is a conflict of interest, engaging in activities that are incompatible with duties, etc.
Applications/complaints will be analysed by the legal advisers of the ALAC, and if they are founded and supported by the evidence, they will be forwarded to the competent authorities for further actions. TI BiH will monitor the actions of the competent authorities on applications/complaints and inform applicants about the outcomes of the procedures.

08:00 - 16:00hThe right to free access to information represents the right of citizens to access information held by state bodies, institutions and other public bodies and it is regulated by laws on free access to information – FOIA at all levels of government in Bosnia and Herzegovina.
According to these laws, every citizen of Bosnia and Herzegovina has the right to request information from state authorities, local self-government bodies, public institutions, legal entities exercising public powers, as well as other subjects whose activities are of public interest. The information that can be requested includes data, documents, budgets, decisions, solutions, plans and work reports as well as other types of information that are in the possession of these entities.
The right to free access to information enables citizens to be informed about the work of public bodies and institutions, participate in the decision-making process, and monitor and analyze the decisions and actions of public entities. In this way, the transparency and responsibility of the authorities are promoted, which is important for a democratic society and the suppression of corruption.
The laws prescribe a clear procedure for submitting requests, deadlines for responding to requests, and the right to appeal in the event of a denial or insufficient response to a request.
Transparency International in BiH and BIRN BiH offer the possibility of creating a unique request for access to information through an interactive form. The form also allows you to generate an “urgency” – in the event that the authority from which you are requesting information is late in responding, but also the so-called “complaint for the administration’s silence” if you do not receive an answer within the legally prescribed period (approximately 7 to 15 days).
It is enough to enter the necessary information and generate a PDF which, after printing and signing, you can send to the chosen institution.
